Frillyar

An hour ago i cast the #frillyar spell and nothing happen even with all ingredients. Is the spell off or is a bug??
you must have general magic level 2, war magic level 2, a blue mana bar, at least 25 mana to spend, at least 20 arrows and 1 sulphur powder
also you must be outside (no indoors maps, no caves) and you can't cast for 10 seconds after logging in
if there is already an arrow hail nearby it will absorb yours
